City Council Minutes (Regular Meeting)

Tuesday March 11, 2025

City Hall at 6:00 pm

ROLL CALL:

PRESENT: Mayor Jody Flanagan, (Interim Recorder) Stephanie Quattro-Bennett, Janice Mullenax, Terry Nelson, Charlie Davis, Nena Lambruno

PLEDGE OF ALLEGIANCE:

Mayor Flanagan called the meeting to order at 6:00 p.m.

APPROVAL OF M UTES:

Regular Meeting February 18th, 2025: Councilwoman Mullenax made a motion to approve minutes from 2/18/25. Councilman Nelson seconded. Motion carried.

GUEST: (10 minutes per presentation allowed)

  1. Dean Bonney- On the agenda but did not attend the meeting. Councilman Davis reported that requested changes have been made to apply for building permit.

OLD BUSINESS:

  1. Garbage Ordinance update- in progress, keep on old business. Copy of proposed Ordinance given to Council Members to review/ make changes, if necessary. Plan to vote on adopting ordinance soon.

  1. New Community sign at Old M&M Bank lot- in progress, keep on old business. We still need a copy of design voted on last year.

  1. Website design- Check out our new city website@ thomaswestvirginia.com "Pay Here" feature will be added in the following weeks. Residents who would like to use our website to pay their water bill are reminded that a $1.72 transaction fee will be added. This is a nonprofit fee.

  2. Business License Ordinance discussion- in progress, keep on old business.

NEW BUSINESS·

  1. Resolution Region VII- Benbush Water Tank Project- Councilman Davis made a motion to approve resolution for Region VII on Benbush water tank project. (Interim) Recorder Quattro-Bennett seconded motion. Motion approved.

  1. Vacation Days (Request)- Councilwoman Mullenax made a motion to approve Jennifer Hebb's requested vacation/ sick days. Councilwoman Lambruno seconded. Motion approved.

COMMITTEE REPORTS:

Cemetery Committee- No news

Parks and Rec Commitee- No news

City Planning.Committee- No news

Community Center-

Mountaineer Days: They are looking for more volunteers. Next meeting scheduled in April.

New Historic Thomas- No news

Mon Forest Towns- No news

COUNCIL REPORTS:

Mullenax: Nothing to report

Quattro-Bennet - Inquired about Insurance quotes and upcoming changes for employees Insurance. Our City Clerk Jenn Hebb has recently attended a conference to discuss upcoming PEIA changes/ rate increases. Plan to have Jenn contact private insurance company again for quotes. We are doing our best to provide the most affordable insurance for our employees.

Lambruno- Nothing to report
T. Nelson- Nothing to report
Davis- Nothing to report

Mayor's report:

  1. Miller Environmental- Would like to walk through our facilities and discuss with council members our needs to best accommodate the city. Date to be determined.

  2. Paperwork signed by the Council to open a checking account for TVFD. Account will hold monthly $5.00 fire fee collected by residents on water bill.

  3. Cortland Acres has approached the city about maintaining water /sewer lines for Pineview. - Ongoing discussion

  4. Mayor Flanagan recognized our city employees for their great efforts on cleaning and organizing basement I garage area.

Executive session:

Mayor Flanagan made a motion to go into Executive Session at 7:08.

Councilwoman Mullenax made a motion to adjourn meeting at 7:27. Councilman

Nelson second. Motion carried.
