City Council Minutes (Regular Meeting)

Tuesday February 18, 2025

City Hall at 6:00 pm

ROLL CALL: 

PRESENT: Mayor Jody Flanagan, (Interim Recorder) Stephanie Quattro-Bennett, Janice Mullenax, Terry Nelson, Charlie Davis

ABSENT: Nena Lambruno (excused) 

PLEDGE OF ALLEGIANCE:

Mayor Flanagan called the meeting to order at 6:00 p.m.

APPROVAL OF MINUTES:  

Special Meeting January 21st, 2025:  Councilwoman Mullenax made a motion to approve minutes from Special Council Meeting on 1/21/25. Councilman Nelson seconded. Motion carried. 

GUEST: (10 minutes per presentation allowed)

  • Dean Bonney- Mr. Bonney presented to Council a proposed temporary container structure that he would like to erect on his property on Brown Street. Mayor Flanagan, Councilmen Nelson and Davis plan to meet with Mr. Bonney at his property to discuss any concerns.  Building permit application will need to 

be approved by Council.                      

  • Lisa Karickhoff Region VII- Thomas/ Benbush water treatment tank contract / agreement reviewed by council members. Councilwoman Mullenax made a motion to approve the requisition with CEC and move forward with water tank repairs.  (Interim Recorder) Quattro-Bennett seconded. Motion carried. 

OLD BUSINESS:

  • Garbage Ordinance update- in progress, keep on old business

  • New Community sign at Old M&M Bank lot- in progress, keep on old business.

  • Vicky Weeks of Verglas Media presented to Council our new website design.  Mayor Flanagan made a motion to launch the city website as soon as possible.  Councilwoman Mullenax seconded.  “Pay Here” feature will be added soon. 

  • Business License Ordinance discussion, in progress, keep on old business. 

NEW BUSINESS:

     

  • Vacation/ Sick Day Request- (Interim Recorder) Quattro-Bennett made a motion to approve Vacation / Sick time for Brian Zirk and Tim Wolford.  Councilwoman Mullenax seconded.  Motion carried.

  • Disconnect Letters- Councilman Davis made a motion to mail/deliver disconnect letters to residence who are delinquent on water bills. Councilman Nelson seconded.  Motion carried.

  • City of Thomas Facebook page- (Interim Recorder) Quattro-Bennett made a motion develop a City Facebook page.  All agreed that page will be used for notifications and updates only. Councilwoman Mullenax seconded.  Motion carried. 

COMMITTEE REPORTS: 

Cemetery Committee: - No news

Parks and Rec. Committee- No news

City Planning Committee- No news 

Community Center- Council would like for a member of board to attend monthly meetings for updates and provide minutes from meetings. Discussion of roof repairs and stand- alone generator to be discussed. 

Mountaineer Days- Meeting scheduled for the near future. 

New Historic Thomas- No news

Mon Forest Towns- No news

COUNCIL REPORTS:

Mullenax: 3 more pine trees will need removed at the Cemetery when the weather breaks. Mayor Flanagan will have Josh and Derek check the park for additional tree damage from recent storms. 

Quattro-Bennett- Asked about progress on damaged tree removal on 2nd and Brown Street.  Mayor Flanagan informed the Council that trees will need to be removed by the power company. 

Lambruno- absent

T. Nelson- Nothing to report

Davis- Nothing to report 

Mayor’s report:

  • Mayor Flanagan will be attending a meeting in Charleston on February 24-25th regarding the status of Quarter H progress and funding for water project /time frame. 

  • February 12th Mayor Flanagan will be attending a meeting with County Commissioners to discuss public transit in the Thomas/ Davis area. 

  • Open discussion on finding dates to enroll Derek Huffman in Water/ Sewer certification classes. 

Finances:    Reviewed and signed checks.  Profit and Loss report from

July 2023 through June 2024 reviewed.  All agreed to have Mark Joseph at council meetings quarterly.

Equipment: Nothing to report

Councilman Nelson made a motion to adjourn meeting at 7:07.  (Interim recorder) Quattro-Bennett second. Motion carried. 

Next Regular Council Meeting: Tuesday, March 11th, 6:00pm at the Thomas City Hall.
