City Council Minutes (Regular Meeting) Tuesday May 13, 2025
City Hall at 6:00 pm
ROLL CALL:
PRESENT: Mayor Jody Flanagan, (Interim Recorder) Stephanie Quattro-Bennett, Janice Mullenax, Terry Nelson, Charlie Davis
ABSENT: Nena Lambruno (excused)
PLEDGE OF ALLEGIANC :
Mayor Flanagan called the meeting to order at 6:00 p.m.
APPROVAL OF MINUTES:
Special meeting minutes April 151\ 2025: Councilman Nelson made a motion to approve Special meeting minutes from 4/15/25. Councilman Davis seconded.
Motion carried.
Regular meeting minutes April 15th, 2025: Councilman Davis made a motion to approve regular meeting minutes from 4/15/25. Councilwoman Mullenax seconded.
Mayor Flanagan and (Interim) Recorder Quattro-Bennett signed approved minutes.
GUEST: (10 minutes per presentation allowed)- No guest
OLD BUSINESS:
Business License Ordinance- Plan to table discussion until August / September.
NEW BUSINESS:
Health Insurance - Council had a meeting with City Employees to discuss 16% increase in Health Coverage. We presented several Insurance options with different co-pays and deductibles. As a group all employees agreed to' keep PEIA insurance with the understanding that they are responsible for paying the 16% increase. Councilman Nelson made a motion to keep existing PEIA insurance with employees' responsibility to cover 16% increase for individual and family plan. Recorder Quattro-Bennett seconded motion. Motion carried.
Community Center roof repair- Plan to contact several contractors for bids on repairing community center leaking roof.
H. Hamilton asphalt & construction quotes- Councilman Davis made a motion to except H. Hamilton Asphalt bid to pave a portion of Brown Street and intersection of 3rd (large dip in brick road). Councilmen Nelson seconded. The project will cost 14,200.00 and includes 3 ½ inches of asphalt and approximately 4,375 square feet. Motion carried.
Disconnect letter: (Interim) Recorder Quattro-Bennett made a motion to send out disconnect letters for delinquent water bills. Councilwoman Mullenax seconded. Motion carried

Davis- Inquired about raincoats for the employees
Mayor's report:
Upcoming City projects- Water tank repair starting at the end of May.
Mayor Flanagan has a meeting this week regarding releasing funds for the pretreatment water basin.
Upcoming details on funding of sewage project.
The auditor is ready to finish our audits. He will be meeting with Mark soon. The council will need to decide how often we want to meet with him to discuss city finances.

Executive session: Personnel
Councilwoman Mullenax made a motion to go into Executive Session at 6:48. Mayor Flanagan seconded.
Councilman Davis made a motion to come out of executive session at 7:13. Councilwoman Mullenax seconded.
Councilman Mullenax made a motion to hire Cole Carr as a full-time employee effective after his high school graduation. (Interim) Recorder Quattro-Bennett seconded. Motion carried.
Councilwomen Mullenax made a motion to give Josh Hebb his 90-day employee performance raise. Councilman Davis seconded. Motion carried.
Councilman Davis made a motion to adjourn meeting at 7:20. Councilman Nelson second. Motion carried.
