City Council Minutes (Regular Meeting) Tuesday April 15, 2025
City Hall at 6:00 p.m.
RO L CALL:
PRESENT: Mayor Jody Flanagan, Stephanie Quattro-Bennett, Terry Nelson, Charlie Davis, Nena Lambruno
ABSENT: Janice Mullenax (excused)
PLEDGE O ALLEGIANCE:
Mayor Flanagan called the meeting to order at 6:00 p.m.
Regular Meeting March 11th, 2025: Councilwoman Lambruno made a motion to approve minutes from 3/11/25. Councilman Davis seconded. Motion carried.
Special Meeting March 18th, 2025: Councilman Nelson made a motion to approve minutes from 3/18/25. Councilman Davis seconded. Motion carried.
GUEST: (10 minutes per presentation allowed)
Jessica Waldo- Presented 2024 Annual Report for Tucker County, WV Convention and Visitors Bureau. Breakdown report brochure distributed to meeting attendees.
Steve White and Doug Pauley- Tucker Heights Development. Proposed development for affordable housing here in Thomas. The proposal includes 36 apartments (20 elderly and 16 family units) situated on a 3- acre lot across from Davis-Thomas Elementary/ Middle school. The average cost of elderly 1-2-bedroom apartments is $520-650.00 a month which includes water, sewer and garbage. Family units 1-3 bedroom $670-920.00. Discussion from the Council included the need for more housing and the type of residents that the housing may attract.
Mayor Flanagan made a motion to go out-of-order on the agenda. All Council members agreed.
NEW BUSINESS:
3. Woodlands Development Group Inc.- (Interim) Recorder Quattro-Bennett made a motion to approve Woodland Development lnc.'s construction permit. Councilman Davis seconded. Motion carried. Permit signed by council members present.
The building permit includes 2, 4 story buildings located on 242 Spruce Street. The top 3 floors will include affordable workforce housing, and the ground floor will be utilized as commercial space. Parking lot development will take place along Birch alley.
4. Community Center roof repairs- Complaints made by monthly renters that requested roof repairs have not been made. Pictures presented. Renters concerned of mold issue. More action needs to be addressed. Mayor Flanagan will reach out to board members to address ongoing concerns.
5. Thomas and Zoe Evans- building permit. (Interim) Recorder Quattro Bennett made a motion to approve construction permit on 475 Buxton Street. Councilman Nelson seconded. Motion carried. Permit signed by Council members present.
6. Requested Days off- Tim Wolford- Councilman Nelson made a motion to approve time-off. Councilwoman Lambruno seconded. Motion carried.
7. Fish Stocking- Fred Davis along with DNR have requested a pledge to help fund the adding of different species of fish into the Thomas dam. Councilwoman Lambruno made a motion for the city to pledge $1,500.00 to support project. Councilman Nelson seconded. Motion carried.
8. Health Insurance Quote- Recent Insurance quotes reviewed by Council. On-going discussion. Move to old business next month.
9. Sewer plant pump repair- Motion made by Councilman Nelson to purchase equipment to repair sewage pump. Councilwoman Lambruno seconded. Motion carried.
OLD BUSINESS:
Garbage Ordinance- Council members agreed to no changes to existing ordinance.
New Community sign at Old M&M Bank lot -City Clerk Jennifer Hebb submitted to City Neon Design.
Business License Ordinance discussion- in progress, keep on old business.

Mayor's report: Mayor Flanagan briefed council on special meeting that took place in Davis on Sunday, April 11th concerning the proposed Fundamental Data Center.
Finances: Reviewed and signed checks.

Councilman Nelson made a motion to adjourn meeting at 7:27. Councilwoman Lambruno second. Motion carried.
