City Council Minutes (Regular Meeting)
Tuesday, March 10th, 2026
6:00 p.m. at the City Hall
ROLL CALL:
PRESENT: Mayor Jody Flanagan, (Interim) Recorder Stephanie Quattro-Bennett, Janice Mullenax, Terry Nelson, Charlie Davis
ABSENT: Nena Lambruno
PLEDGE OF ALLEGIANCE:
Mayor Flanagan called the meeting to order at 6:01 p.m.
APPROVAL OF MINUTES:
No approval of minutes/ (Interim) recorder Stephanie Quattro-Bennett absent last meeting.
Guest: (Guest presentations will be limited to 10 minutes)
1. Recorder Quattro-Bennett made a motion to approve invoices/payments relating to the service for the existing water treatment plant improvements.IJDC Project #2024W—2612 RFP #5. Total amount 3,000. Councilwoman Mullenax seconded. Motion carried.
Councilwoman Mullenax made a motion to authorize the Mayor to sign the application for the Community Development Block Grant Funds. Recorder Quattro-Bennett seconded. Motion carried.

New Business:
1. Mayor Flanagan discussed moving the City’s money to an account that pays higher interest on money we have in the bank. All Council members agreed that it was a great idea and to move forward checking local banks and what they can offer.
2. Council agreed to appoint Terry Nelson to the Community Center Board as a city
of thomas representative.
3. Disconnect Letters- (Interim) Recorder Quattro-Bennett made a motion to mail/ deliver disconnect letter to residence who are delinquent on paying their water bill. Councilman Nelson seconded. Motion carried.

COUNCIL REPORTS:
Mullenax: Nothing to report
Quattro-Bennett- Discussed concerns of “potholes”/ paving that needs addressed after weather breaks. City Clerk / Supervisor Jenn Hebb told council that the men
are aware of concerns and have noted areas that need attention.
Lambruno-Absent
Nelson: Nothing to report
Davis- Davis would like to see something done with the brick road by the Catholic Church. Mayor Flanagan reminded Council that the road is on a National Historical Registry List. Davis also added the parking problem needs immediate attention on front street. Parking signs directing traffic to railroad grade was mentioned as a solution.
City Supervisor’s report: (Jennifer Hebb) – Cole Carr is currently taking a class in Logan WV to test for Class II( Water Operator). We are still unsure when Derrik will return to work. Cemetery Spring clean-up in May.
Mayor’s report:
Executive Session: Council didn’t go into executive session.
Finances: Reviewed and signed checks.
Equipment: Nothing to report
Recorder Quattro-Bennett made a motion to adjourn meeting at 6:54pm. Councilman Nelson second. Motion carried.
*Next Regular Council Meeting: Tuesday, April 14th, 6:00 p.m. at the Thomas City Hall will need rescheduled due to absences of Council members and unable to reach a quorum. Next regular scheduled meeting May 12 th at 6:00.
