City Council Minutes (Regular/Rescheduled Meeting)
Tuesday, January 13th, 2026
6:00 p.m. at the City Hall
ROLL CALL:
PRESENT: Mayor Jody Flanagan, (Interim) Recorder Stephanie Quattro-Bennett, Janice Mullenax, Terry Nelson, Charlie Davis
ABSENT: Nena Lambruno
PLEDGE OF ALLEGIANCE:
Mayor Flanagan called the meeting to order at 6:00 p.m.
APPROVAL OF MINUTES:
Mayor Flanagan made a motion to approve meeting minutes from November 13, 2025. Councilwoman Mullenax seconded. Motion carried.
Guest: (Guest presentations will be limited to 10 minutes)
1. David Watson (CEC) and Lisa Karichhoff
Councilman Davis made a motion to authorize payment for the completion relating to the Thomas Water System Improvement Project, Requisition #10. Invoice total- 42,462.60. Councilman Nelson seconded. Motion carried.
(Interim) Recorder Quattro-Bennett made a motion to authorize payment and approve invoices relating to the exiting water treatment plant improvements Requisition # 3. Invoice total 74,687.85. Councilwoman Mullenax seconded. Motion carried.
Old Business:
Camping Ordinance- Councilman Nelson made a motion to approve 3rd reading for Camping Ordinance prohibiting camping on public property in the City of Thomas. Recorder Quattro-Bennet seconded. Motion carried.
New Business:
1. Counciwoman Mullenax made a motion to approve vacation/sick days for Jenn Hebb on January 15th and 16th. (Interim) Recorder Quattro-Bennett seconded. Motion carried.
2. Disconnect Letters- (Interim) Recorder Quattro-Bennett made a motion to mail/ deliver disconnect letter to residence who are delinquent on paying their water bill. Councilwoman Mullenax seconded. Motion carried.

COUNCIL REPORTS:

T. Nelson- Discussion of road repairs starting in the spring.
Davis- Nothing to report
Mayor’s report: January 22nd is Tucker County Day at Legislature, at the State Capitol.
Executive Session:
Councilwoman Mullenax made a motion to go into Executive session at 6:59. (Interim) Recorder Quattro-Bennett seconded.
Councilman Davis made a motion to come out of executive session at 8:11. Councilman Nelson seconded.
Cole Carr passed and received his license as a Class I Water Treatment Operator. He will be granted a raise for his accomplishment.
Finances: Reviewed and signed checks.
Equipment: Nothing to report
Councilman Davis made a motion to adjourn meeting at 8:17pm. Councilman Nelson second. Motion carried.
